The Labour Court recommended that maintenance staff at Premier Periclase Limited continue providing site services for its kiln project until the terms of the 1977 agreement clearly applied to the work. The recommendation was signed on 10 November 1989. The Electrical Trades Union accepted that contractors could carry out major project work but argued that company staff should install and maintain temporary site offices and services. Premier Periclase said those electrical services were integral to the project contractor's work.
