In 1989, the Labour Court recommended acceptance of St. Kieran's Training Centre (Bray) Limited's May 1987 salary offer for its director, together with later increases due under the Programme for National Recovery. The recommendation was signed on 28 August 1989. The Amalgamated Transport and General Workers' Union (Managerial, Professional and Executive Section) sought increases it said had been granted to directors at other centres. The Centre's Management Committee said it could not vary the director's salary without F.A.S. approval. The Court based its recommendation on salary levels generally applicable in similar posts.
