The Labour Court recommended that An Post reintroduce county sorting at its Central Sorting Office without delay. It also recommended that An Post include county sorting in its Module 2 proposals to the Postal And Telecommunications Workers' Union. The union argued that a mediator's recommendation meant county sorting should end after three months if the dispute remained unresolved. The Court said that reading was literally correct but out of context: it viewed the period as time to review operations and resolve industrial-relations concerns. The recommendation was signed on 23 October 1989. The Court also urged the parties to finalise their procedures and conclude Module 2 negotiations promptly.
