In 1989, the Labour Court did not recommend conceding the Civil And Public Service Staff Union's claim for clerical staff to compete for Employment Service Officer and Senior Employment Service Officer vacancies at F.A.S. The recommendation was dated 10 February 1989. The Court said F.A.S. had surplus staff at grades 8, 9 and 10 and that the proposed appointments at existing grades were not promotions. It also noted F.A.S.'s undertaking that future promotional vacancies would not normally be limited to particular grades and would not exclude the claimants.
