In 1988, the Labour Court recommended terms for a working agreement between Reginald Freight and the Amalgamated Transport And General Workers' Union for dock work in Waterford. The recommendation was signed on 22 January 1988. The recommendations included a five-day fall back, public-holiday payment for every four boats worked up to eight days, a 1:100 nuts-to-hay ratio and a £60 daily rate. It also recommended hay pay of 1p per bale, or the equivalent in nuts over 6,000 bales, £6 nuts money per boat and that workers not be paid for time not worked.
