In 1987, the Labour Court recommended that train crews accept Irish Rail's proposal to work from Waterford through to Cork, on the basis of company guarantees and with accommodation kept under review. The recommendation was signed on 2 September 1987. The company cited an annual cost of about £35,000 for the existing arrangement, while the union group objected that the Cork dormitory was less suitable for rest than Mallow.
