WRC finds Department of Public Expenditure and Reform was not Ryan’s employer

The Workplace Relations Commission found Conor Ryan’s unfair dismissal complaint was not well founded against the Department of Public Expenditure and Reform, which it found was not his employer. The decision was dated 13 August 2024. It did not determine whether the Commission of Inquiry into Child Abuse (CICA) dismissed Ryan unfairly. Ryan argued he was made redundant after 17 years on rolling contracts and that there had not been adequate consultation or consideration of redeployment. The Department argued it was not his employer. The adjudication officer found that CICA had recruited and employed Ryan and that the Departments were not involved in his recruitment. No award was recorded.
