The Workplace Relations Commission ordered landlord Barbara O’Donnell to pay David Blanchard €3,000 compensation after finding she discriminated against him on the Housing Assistance Programme ground. The decision was dated 6 September 2022.
Blanchard’s partner applied on his behalf for a house advertised at €1,250 a month in Limerick and said he received HAP. O’Donnell replied that she did not accept HAP. She said she did not know the rules and argued the house was intended for students and unsuitable for a family. The WRC found that Blanchard established a prima facie case of discrimination, which O’Donnell did not rebut, and ordered the compensation for its effects.
