WRC awards €3,600 to HAP applicant refused apartment

The Workplace Relations Commission found landlord Adrienne Keogh discriminated against Ausra Ziurinskaite by refusing to consider her rental application because she received Housing Assistance Payment (HAP). The WRC ordered €3,600 compensation, equivalent to three months’ HAP, in a decision dated 20 July 2022.

Keogh said she did not understand how HAP worked and thought she had to be registered to rent to an HAP recipient. The adjudicator found she failed to investigate the scheme before refusing the application, causing Ziurinskaite to be treated less favourably. Ziurinskaite was eligible for HAP of €1,200 a month.
