The Workplace Relations Commission found that Limerick City Council / Housing Support Services did not engage in prohibited conduct in handling Valerie Enners’s HAP application and social housing waiting-list matters. The decision, dated 27 July 2021, found that she had not established discrimination on the grounds she alleged.

Enners said she faced delays and problems with her HAP application and could not establish whether her years on Dublin’s housing waiting list would transfer to Limerick. The Council acknowledged that the matter could have been handled better, citing communication problems, staff changes and confusion over transfer rules.

The adjudicator found that the evidence showed a bureaucratic mix-up but did not establish that Enners was treated less favourably on the grounds alleged. The decision linked HAP delays to planning issues at the rental property and found no evidence that the housing-list difficulties were unique to her on discriminatory grounds.
