The WRC dismissed two complaints by Angelica Radionova against her landlord, Maurice G. Nelligan, after she did not attend a hearing about his refusal to sign Housing Assistance Payment forms. The decision was dated 10 January 2019.

Radionova alleged discrimination, harassment, victimisation and a failure to provide reasonable accommodation. Nelligan denied the claims. His representative said he lacked enough information about another occupant to complete the forms.

The adjudicator said she could not establish that Radionova had sent the required prior written notification. With Radionova absent, the adjudicator found she had not met the burden of proof and dismissed both complaints as misconceived; the merits were not decided.
