In 1996, the Labour Court amended a Rights Commissioner's recommendation in a pay dispute between Athlone Community Services Council and an unnamed worker represented by the Services Industrial Professional Technical Union. The Court found reasonable grounds for a recognised link between the worker's pay and the Youth Officer scale at the City of Dublin VEC. It recommended discussions toward arrangements acceptable to both parties, taking account of the Council's financial constraints. The union argued that the jobs and experience were comparable and that previous managers had confirmed pay parity. The Council said the worker's contract had no linked salary grade because the job title was unique, and cited limits on its grant funding. The decision was dated 4 July 1996.
