In 1994, the Labour Court rejected Roscommon County Council’s appeal and upheld in full the Rights Commissioner’s recommendation on a dog warden’s pay. The decision was dated 4 March 1994. The recommendation provided for the worker to move to a revised pay scale. The Court said the maximum payable under the then current agreement was 3%, with any balance due under the national agreement for local authority employees outside Dublin. The Council argued that the worker’s pay compared favourably with other local authority grades and disputed the job evaluation used to support the claim. Impact said the work had been undervalued. The Court noted the Chadwick Report was the only independent evaluation of the job.
