the change of use of certain land and existing stables, along with a horse walker, at Lougher,Duleek, Co. Meath from an equestrian centre and for equine paddocks to a livery and riding establishment which provides riding tuition and which caters for the horses of the applicant’s children and of other schoolchildren, including special needs children. The development will also consist of the construction of new sanitary facilities, installation of a new waste water treatment system and decommissioning of the existing septic tank
