16. Prior to commencement of development, and on appointment of a main contractor, a Construction Management Plan shall be submitted to the planning authority for written agreement. This plan shall provide details of intended construction practice for the development, construction compound(s) and phasing, traffic management programme and shall include timeline of works, hours of working, detail access and set down arrangements for labour, plant and materials and shall indicate the locations of plant and machine compounds. Traffic management shall be set-out in a Construction Traffic Management Plan (CTMP) providing details of the traffic management programme, routing and access arrangements, estimated vehicle numbers and phasing, traffic management safety and monitoring measures and applicable licenses and permits requirements. The Construction Traffic Management Plan shall seek to minimise impact on the public road and potential conflict with pedestrians, cyclists and public transport. The Construction Management Plan shall specifically shall address any necessary requirements by Irish Rail/Iarnród Éireann. The appointed contractor shall liaise with DCC Road Works Control Division and Transport Infrastructure Ireland during the construction period.
