14. All items and areas for taking in charge shall be undertaken to a taking in charge standard. Prior to commencement of development, the developer shall submit to, and agree in writing with, the planning authority construction details of all items to be taken in charge. No development shall take place until these items have been agreed. Reason: To comply with the planning authority's taking in charge standards.
