8.The proposed development shall comply with the following requirements of the Council’s Transportation Planning Division: b) Prior to the occupation of the development, and on appointment of a Management Company, a Mobility Management Plan shall be submitted to, and agreed in writing with, the planning authority. This shall provide for incentives to encourage the use of public transport, cycling, walking and carpooling by residents and occupants of the development and make provisions for future uptake in cycling. It will outline how the applicant intends to clearly advertise, in advance of students moving in, that the proposed residential development shall be zero-car parking on site. The mobility plan shall be prepared and implemented by the management company for all units within the development.
