Full description from the council file
We, O’Flynn Construction Co. Unlimited Company intend to apply to Dublin City Council for permission for development at this c. 2.17-hectare site, part of the ‘Nissan Site’, to the east of Walkinstown Avenue at the junction of Walkinstown Avenue and Naas Road.
The proposed development consists of amendments to the mixed-use development previously permitted under Reg. Ref. 3228/20 (as
subsequently amended by 3792/23, WEB5179/25, and WEB2618/26), comprising the provision of 77 no. additional residential units (17 no. studio, 23 no. 1-bedroom, 33 no. 2-bedroom and 4 no. 3-bedroom apartments) and associated private and communal amenity space within Blocks B, C, D and E, through the conversion and reconfiguration of previously permitted office and ancillary floorspace, together with associated amendments to the permitted development.
The development will consist of:
I. Block B: provision of 24 additional residential units comprising 2 no. studio apartments, 2 no. 1-bedroom units, 17 no. 2bedroom units, and 3 no. 3-bedroom units in place of previously permitted office floorspace; associated internal reconfiguration; a reduction of circa 134 sq.m in the GIA of the block; alterations to windows and fenestration at first-floor level; and a reduction of circa 77 sq.m in residential amenity floorspace;
II. Block C: omission of the previously permitted Build-to-Rent designation to facilitate occupation by all residential tenures;
provision of 33 no. additional residential units comprising 10 no. studio, 13 no. 1-bedroom and 10 no. 2-bedroom apartments;
associated internal reconfiguration; a reduction of circa 391 sq.m in the GIA of the block; alterations to windows and fenestration
at first-floor level; provision of balconies at second to sixth-floor levels; a reduction of circa 555 sq.m in previously permitted
Build-to-Rent residential amenity floorspace; and revisions to the ground-floor layout to provide additional residential amenity
facilities;
III. Block D: provision of 4 no. additional residential units comprising 2 no. studio, 1 no. 1-bedroom and 1 no. 2-bedroom apartment;
associated internal reconfiguration; a reduction of circa 105sq.m in the GIA of the block; and a reduction of circa 378 sq.m in
residential amenity floorspace;
IV. Block E: provision of 16 no. additional residential units comprising 3 no. studio, 7 no. 1-bedroom, 5 no. 2-bedroom and 1 no. 3bedroom apartment; associated internal reconfiguration; an increase of circa 28 sq.m in the GIA of the block; alterations to windows and fenestration at first-floor level; provision of balconies at first-floor level; and a reduction of circa 155 sq.m in
residential amenity floorspace;
V. conversion of previously permitted office floorspace within Blocks B, C and E at ground and podium levels, resulting in a
reduction of circa 4,587 sq.m in office floorspace, with circa 353 sq.m of office floorspace retained;
VI. reduction of circa 193 sq.m in permitted retail floorspace at ground-floor level within Blocks B, C, D and E, resulting in a total
retail floorspace of circa 2,502 sq.m;
VII. an increase of circa 29 sq.m in the permitted Primary Healthcare Centre at ground-floor level within Block C, resulting in a total
GIA of circa 1,023 sq.m;
VIII. an increase of circa 72 sq.m in the permitted Cultural Hub at ground-floor level within Block B, resulting in a total GIA of circa
559 sq.m;
IX. reconfiguration of the permitted basement layout within the existing basement footprint, including the provision of 44 no.
additional car parking spaces;
X. provision of 71 no. additional long-stay cycle parking spaces and reallocation of 53 no. previously permitted short-stay cycle
parking spaces from office use to visitor use;
XI. the landscaping treatment of Blocks C and E are revised to accommodate revised ground floor layouts and the introduction of
balconies. This includes a reconfiguration of the footpath along Walkinstown Avenue and additional planted buffers.
XII. all associated and ancillary site development and infrastructural works necessary to facilitate the proposed amendments.
The planning application may be inspected or purchased at a fee not exceeding the reasonable cost of making a copy, at the offices of Dublin City Council, Planning Department, Block 4, Ground Floor, Civic Offices, Wood Quay, Dublin 8 during its public opening hours (9.00a.m. – 4.30p.m.).
A submission or observation in relation to the application may be made in writing to the planning authority on payment of the prescribed fee (€20.00) within the period of 5 weeks, beginning on the date of receipt by the authority of the application, and such submissions or observations will be considered by the planning authority in making a decision on the application. The planning authority may grant permission subject to or without conditions, or may refuse to grant permission.
