PROTECTED STRUCTURE, CHANGE OF USE: The development will consist of the change of use, refurbishment and conservation of the Protected Structures on site and the construction of new buildings to provide for a new residential development of 13 no. residential units (11 no. house units and 2 no. apartment units) in an overall development of 1-3 storeys with a proposed mix of 2 no. 1 bed units, 3 no. 2 bed units, 5 no. 4 beds units and 3 no. 5 bed units as follows: a) The demolition (approx. 293 sq m total) of the 3 no. non-original single storey structures (a 1970s lean to extension; a prefabricated building; and the corrugated iron boiler house) generally located to the east of Tramway House / The Tramshed (A Protected Structure). b) The refurbishment (partial external and internal works) of Tramway House / The Tramshed (A Protected Structure) will include (i) the removal of the non-original render to facades along the northern elevation and the provision of new render at half-timbered gables to match surviving historic render; (ii) the removal and replacement of non-original render to match historic finish and the reconfiguration of some of the existing openings on the west elevation; (iii) the removal of existing non-original roof finishes and rooflights and replacement using natural slate together with new configuration of rooflights; (iv) removal of non-original external metal stairs to the north of the Protected Structure; (v) removal of all non-original walls and windows below the gables on the north elevation and replacement with new walls and windows recessed behind historic brick piers and gables; (vi) new infill wall below retained brick upper wall at east elevation; (vii) removal of non-original internal intermediate floor and associated partitions; (viii) the removal of non-original internal walls and internal stairs; and (ix) all associated refurbishment works. c) Change of use of Tramway House / The Tramshed (Protected Structure) from office to residential comprising refurbishment works and subdivision to provide for 3 no. 5 bedroom 2 storey houses (approx. 1,326 sqm) in the form of Units A1-A3 with associated on curtilage bin and bike stores and enclosed private courtyard gardens. Unit A1 has an additional large garden area along the western boundary. d) The refurbishment (external and internal works) of the Lodge (Protected Structure) will include the removal of the non-original internal partitions; refurbishment works to external walls, roof and chimneys; removal of mid-20th century timber and glass enclosure to former veranda at west elevation, and reconstruction of enclosure, including relocation of existing entrance and new door to south side; replacement of existing roof light to west side, and formation of new roof light to east side of roof, installing 2 no. conservation roof lights; removal of one no. original internal window to form new opening; removal of mid-20th century window to form new glazed door opening to south elevation; closing up of 1 no. existing internal ope, retaining historic timber door in-situ; all associated internal refurbishment works and the change of use from office to residential to provide for 1 no. 1-bedroom 1 storey house unit in the form of Unit A4 with associated on curtilage bin and bike store and associated private open space. e) The refurbishment (external and internal works) of the existing Stone Building (Protected Structure) to the rear of the site will include the formation of new window and door openings in north elevation, removal of sections of roof slates to provide for new rooflights, new connection with new flat roof between stone building and new houses, removal of lean to walls, raised internal platform for new kitchen, internal walls and existing windows along the west elevation and the change of use from bike store to residential to form part of one of the proposed new 2-bedroom courtyard houses (Unit C2). f) Construction of 7 no. new houses with associated bin and bike stores and enclosed private courtyard gardens as follows: • 5 no. 4-bedroom 3 storey terraced houses in the form of Units B1-B5 (with both front and additional rear access); • 2 no. 2-bedroom 1 storey courtyard houses in the form of Units C1 and C2 (incorporating Protected Structure). g) Construction of 1 no. new 1 bedroom own door apartment unit and 1 no. new 2 bedroom own door apartment unit arranged in 1 no. 2 storey block in the form of units D1 and D2. Each residential unit will have access to private open space in the form of a balcony or terrace. h) Communal open space (approx. 20 sqm) in the form of a landscaped area at surface level located at the entrance of apartment units D1 & D2. i) Public open space (approx. 417 sqm) in the form of landscaped areas at surface level adjacent to courtyard house Units C1 & C2 and to the north of the Lodge Unit A4. j) A total of 11 no. bicycle parking spaces comprising 6 no. long term resident spaces and 4 no. short term visitor spaces in a dedicated bicycle store at ground floor level to the north-west of the 2 no. apartment units and 1 no. cargo bicycle spaces within the communal courtyard for Units D1 and D2. k) A total of 13 no. car parking spaces. l) Vehicular access will be provided from the existing Dartry Road vehicular access point with the associated widening of existing access including relocation and reconstruction of the brick pier (Protected Structure). Pedestrian access will also be provided via this access point from Dartry Road. m) Non-original gates and wall to be removed at the existing access to the site via Stable Lane. n) 11 no. individual bin stores are proposed at ground floor level on the curtilage of Units A1-A4 (4 no. units); in the rear gardens of Units B1-B5 (5 no. units); and within the courtyards serving units C1 and C2 (2 no. units). A bin staging area for Units B1-B5 is proposed to the south-west of Unit B1. Bin storage is also proposed along the southern boundary for Units D1 and D2. The development will also provide for all associated site development works and site service connections, and associated modifications to ground surface levels to accommodate hard and soft landscaping, planting, all boundary treatments, internal footpaths and roads, permeable paving, nature-based SuDS features and all associated site works.
