7. A detailed landscape scheme, inclusive of full planting details and hard-works shall be prepared by an appointed Landscape Architect and submitted to the planning authority for approval prior to the commencement of works. Any vegetation which dies or is removed within 3 years of planting shall be replaced in the first planting season thereafter. The landscape scheme shall have regard to the Guidelines for Open Space Development and Taking in Charge and Landscape Completion Report Guide, copies of which are available from the Parks and Landscape Services Division
