5. Prior to commencement of development the developer shall submit the phasing of the proposed development for the written approval of the Planning Authority. Given the highly sensitive and prominent location on St Stephen's Green, the demolition and construction phase should run sequentially to ensure that the impact of a vacant site on the streetscape is kept to a minimum.
