Full description from the council file
c) In advance of the work commencing on site, the applicant shall submit revised drawings showing the following, for the written agreement of the Conservation Officer:
i) The overall length of the extension at first floor level shall be reduced to 5m.
ii) Wall nibs that are 300mm each on either side of the proposed new screen between the den and the hallway, as well as a downstand of 300mm retained in the original location of the wall.
iii) The existing window ope in the rear lower ground floor room shall be retained and the applicant shall submit detail drawings at a scale of 1:20 of the proposed finished ope including details of the how the existing fenestration would be dealt with, noting that the maximum amount of historic fabric shall be retained.
d) The proposed master suite shall be revised to omit the subdivision of the extant chimney breast with a new partition. The Conservation Officer suggests that access be provided to the rear room through the existing door opening, and the proposed subdivision of the room be reconsidered in order that the chimney breast remains legible in the room. Prior to commencement of development, revised drawings shall be submitted for the written agreement of the Planning Authority.
e) The replacement of original glazing with double glazing is not permitted as it would result in an unacceptable loss of historic fabric. The applicant shall submit a proposed window schedule which describes the proposed upgrades to the windows, and details at a scale of 1:5 showing the proposed slim glazing.
f) The applicant shall submit a full scope of works, specification and conservation methodology for the proposed repointing works. The applicant shall identify by inspection of the façade for any remnants of original pointing to inform the appropriate re-pointing method for the building based on remnants observed. The building join with the adjoining building will require special attention in the re-pointing works. A site visit shall be facilitated to the Conservation Officer to inspect the condition of the walls prior to the raking out of any pointing so that the preferred method of pointing shall be agreed.
g) A detailed methodology for the proposed roof works shall be submitted, noting that all slates suitable for re-use shall be re-used in the reslating works. All new slates shall be blue Bangor slates and shall match the existing in size, colour and texture. The methodology shall also include a specification and methodology for the proposed roof lights, which shall be conservation style roof lights.
h) In advance of the works commencing on site, the applicant shall submit the following information for the written agreement of the Conservation Officer:
i. A record shall be made of the existing outbuilding to the rear, and a salvage strategy for the brick proposed for removal shall be provided. A salvage strategy for the granite cills to be removed shall also be submitted.
ii. Samples of the proposed materials for all elements of the extension
iii. A structural report, prepared by a suitably qualified structural engineer with proven experience in working with historic buildings provide an assessment of the existing ground floor walls and substructure, as well as a methodology for the proposed installation of the limecrete floor, the impact it would have on the existing / party walls and all structural remedial works necessary to ensure the existing structure and adjoining structure would not be compromised or undermined by the proposed lowering of the floor level in this room.
iv. Full drawing survey including photographic record of both faces of the existing eastern boundary wall and detailed schedules of any repair and reinstatement works that are required to the wall should be fully detailed.
v. Samples of the stone, stone coursing and pointing to be used on the proposed rear wall shall be submitted for the written agreement of the Conservation Officer, taking note of the existing historic stone walls on the site and neighbouring plots so that an appropriate stone may be used.
vi. The applicant shall submit a methodology for all proposed works to the historic railings, including clarification on whether there are works proposed to the existing entrance gates.
Reason: In order to protect the original fabric, character and integrity of the Protected Structure its setting and curtilage, including its plan form, hierarchy of spaces, structure and architectural detail, fixtures and fittings and materials, and to ensure that the proposed works are carried out in accordance with best conservation
practice.
