Full description from the council file
20. The Developer shall comply with the following Conservation requirements of the Planning Authority:
k) The following items should be submitted for the written approval of the planning authority in advance of the works commencing:
i. Existing Section CC demolition drawing 6206-5404 indicates that the ground floor in the rear room will be demolished, but this is not indicated on the associated ground floor plan on drawing 6206-5400 – please clarify.
ii. Proposed second floor plan 6206-5505 reintroduces a reinstated wall between No. 7 and No. 8 at second floor level, whereas Michael Slattery Associates indicates a connection is required between the two buildings at second floor level to facilitate to means of escape from this floor – please clarify.
iii. Detailed methodology prepared by the Conservation Consultant for the careful removal of the existing concrete steps to the front entrances of Nos. 7 and 8 Charlemont Street, clarifying what historic fabric (if any) survives beneath the existing arrangement, and ensuring its protection and retention of the arch below. I recommend that the new granite steps and proposed paving slabs to the basement areas should be sourced in Ireland and sample approved by the Conservation Consultant and Conservation Officers.
iv. Ref. Drawing 6206-5301, Architect’s Design Statement image on p.67 Item 3.5 and 5.3 page 104: Clarify on a 1:50/1:20 drawing how the proposed cantilevered glazed canopy that extends from the rear of the new building over the external area to the rear of Nos. 7 & 8 will perform and discharge rainwater. (There is a gap between the edge of the canopy and the rear of Nos. 7&8).
v. Provide an alternative less-sensitive location for the proposed stainless steel bicycle racks currently indicated in front of the Protected Structures Nos. 7 & 8 Charlemont Street
vi. Roof: Detailed drawing to indicate where new slates and flashings are required, and any repairs to roof timbers and rainwater goods. Rainwater goods to be cast iron. Replacement slates to be Bangor Blue like-for-like to match existing.
vii. Doors: Schedule shall clearly indicated where bona fide historic doors survive in the building, and these shall be retained. Clear justification shall be provided if it is not possible to do so, and exact replicas shall be detailed by the Conservation Consultant based on historic survivors to demonstrate conservation gain by restoration of character in the principle spaces – 1:20 drawings and 1:5/1:1 profile details of the door panels shall be submitted. Clarity shall also be provided on the provenance of all of the front doors to the Protected Structures.
viii. Windows: a) justification/rationale for the proposed installation of 2-over-2 windows in Nos. 5 & 6 throughout, and
b) 1:10 drawings of the existing historic windows in Nos. 7 & 8, and of each new/replacement window type, and 1:5 details of key profiles (coordinated with the conservation consultant’s drawings). The window schedule shall be updated to indicate surviving historic glazing. Good quality legible A5 photographs shall be provided of each surviving historic window.
NB I note that the proposed section drawings (6206-5527/5526/5525/5524) refer to all windows to be double-glazed – this should be clearly indicated on the window schedule.
ix. The use of standard double-glazed units is not permitted as they are considered too bulky for historic windows, or replicas of historic multi-pane windows. The installation of slim profiled (6mm-6.5mm) double-glazing may be considered where well-detailed, but only if they can be accommodated within the historic glazing bar profile. The new frames should have a traditional putty finish to the exterior. The introduction of new slim-profiled glazing, the panes of which are separated by shards of glass, giving a ''frittered'' effect, is not supported. The applicant shall be satisfied that any proposed slim-lite glass replacements conform to EU directives. Please note that in the case of the historic windows which retain historic glazing, new double-glazed units will not be permitted. These shall be repaired and refurbished only.
x. The excessive number of Type B LED surface mounted lights proposed particularly in the staircases and entrance halls shall be reconsidered and reduced to reduce the impact on the architectural character of the Protected Structures both in Nos. 5 & 6 as well as Nos. 7 & 8 which are more sensitive and retain more of their historic fabric. The placement of wall sockets shall be carefully considered.
xi. Basement Damp Proofing: An alternative to the proposed DELTA system shall be considered that shall be of minimal intervention, that shall retain breathability and primary fabric. The most suitable methods of addressing damp include the introduction of French drains within the landscaping directly adjacent to the building, ensuring that the lower ground floor space is adequately ventilated, exposing the base of the wall fabric externally (removing cementitious render and any non-breathable paints), and the use of sacrificial renders internally such as lime / hemp / clay, and / or the introduction of a calcium silicate or wood chip board and shall be confirmed in writing to the Planning Authority based on the level of damp/water ingress evidenced in the site.
xii. New basement floor: 1:5 detail shall be provided to show the proposed construction build-up and excavation required for the proposed replacement basement floor with new insulated concrete floor with heating and whether any underpinning is required.
