Wicklow village masterplan aims to create ‘first class community facility’ in major rural regeneration push
The Wicklow PeopleThe Bog Meadow redevelopment project in Enniskerry has taken a major step forward with the submission of a €6 million application to the Rural Regeneration and Development Fund (RRDF), a milestone that follows months of intensive preparation and a crucial lease extension granted by Wicklow County Council.
The Bog Meadow Management Company, working in partnership with the council, confirmed that the extensive application has now been lodged and will undergo national assessment over the coming months.
The submission represents the most ambitious attempt yet to transform the Bog Meadow into a fully integrated community, sporting and recreational hub.
The management company said the project has been years in development, with the RRDF bid marking the first opportunity to deliver the entire masterplan in one coordinated capital investment.
If approved, the funding would support new sports facilities, upgraded community amenities and significant improvements to the public realm, creating what the group describes as a “first‑class community facility” for Enniskerry.
The RRDF is one of the government’s largest rural capital programmes, aimed at supporting transformative projects in towns and villages. Competition for funding is expected to be intense, with applications submitted by local authorities and public bodies nationwide.
A decision is anticipated by December.
The Bog Meadow application is the culmination of six months of detailed work involving engineering consultants, financial analysts and Council officials. The management company compiled a 250-page submission supported by full engineering designs, cost estimates, financial modelling and economic analysis.
A key requirement for RRDF funding is secure long term tenure of the project site. That hurdle was cleared when councillors approved an extension of the Bog Meadow lease, enabling the management company to proceed with the application.
Community backing emerged as one of the strongest elements of the submission. A public consultation attracted 522 responses, with the overwhelming majority supporting the redevelopment.
The management company also received 35 letters of support from local organisations, sports clubs, user groups, all Wicklow TDs and councillors. The breadth of support was highlighted as evidence of the project’s importance to the village and its potential long term impact.
The committee said specialist engineering consultants were engaged to prepare costings, while external analysts completed the financial and economic assessments required under RRDF criteria.
Volunteers and community organisations contributed to the consultation, planning and documentation phases, with the management company describing the effort as “a substantial undertaking” that relied on extensive local involvement.
Chairperson Eugene O’Meara said the submission itself represented a major achievement for the community. He said the level of volunteer commitment and organisational support over recent months demonstrated the strength of local belief in the project.
While acknowledging the competitive nature of the RRDF process, he said the redevelopment had the potential to transform the Bog Meadow into a modern, accessible and inclusive facility serving all age groups.
The management company expressed gratitude to residents, volunteers, sporting organisations and Wicklow County Council for their contributions, noting that the project had reached this stage only through sustained collaboration.
The group said it would continue to pursue additional funding opportunities while awaiting the RRDF decision, including the Community Sports Facilities Fund, to progress elements of the masterplan where possible.
