A major programme to replace windows and doors at Farrankelly Close in Greystones, Co Wicklow, is on track to be completed by the end of 2026, with significant progress already made across the housing estate.

The project forms part of a wider effort to improve the condition and energy performance of homes in the development following a comprehensive survey of the estate carried out in 2025.

The survey gave Wicklow County Council a detailed picture of the condition of properties in the area and helped identify the works required over the coming years.

A full asset management survey of the estate was completed during the third quarter of 2025. The exercise involved compiling a complete inventory of housing stock and assessing the condition of individual properties.

The surveys were aimed at identifying maintenance requirements and prioritising investment in the council owned homes.

The findings of the assessment resulted in a phased programme of improvement works, with the replacement of windows and doors identified as one of the key priorities. The work is designed not only to upgrade ageing building elements but also to improve the comfort and energy efficiency of homes.

The first phase of the programme focused on 12 properties within the estate. Following a tender process, works were carried out earlier this year and have since been completed. Alongside the installation of new windows and doors, residents also benefited from insulation and ventilation improvements delivered by local district staff.

The council says these additional measures are an important part of the overall project, helping to improve living conditions for tenants while reducing heat loss and enhancing the long term performance of the homes.

Attention has now shifted to the much larger second phase of the programme. This phase covers a further 38 units and represents the biggest portion of the planned upgrade works. The contract for Phase 2 was awarded in 2026 and work has been progressing steadily throughout the year.

To date, contractors have completed works on 14 properties under the second phase. A further four homes were completed in early September, bringing the total number of finished units in Phase 2 to 18.

Once those additional properties are completed, a total of 40 homes across the estate will have benefited from the upgrade programme through the combined delivery of both phases. That figure includes the 12 homes completed during Phase 1 and 28 homes covered through the ongoing programme.
