IDA targets new investors to fill void left by Merck’s Arklow shutdown
The Wicklow PeopleThe government has confirmed that efforts are under way to secure new industrial investment for Arklow, following Merck’s decision to close its long‑standing manufacturing facility in the town by the end of 2028.
The update came in response to a parliamentary question from Wicklow Wexford TD Malcolm Byrne, who sought more clarity on what plans were being developed to replace the jobs and economic activity that will be lost when the multinational winds down operations.
Merck announced in October 2025 that it intended to shut the Arklow site after a strategic review of its global production network.
The plant, which has operated for decades and employs roughly 100 people, manufactures active pharmaceutical ingredients. The company has told IDA Ireland that the closure will proceed on a phased basis over the next two years, culminating in a full shutdown in 2028.
In a written reply, Enterprise Minister Peter Burke said the IDA had activated its internal protocols for dealing with potential job losses and was in “proactive engagement” with Merck at both local and international levels.
According to the minister, the agency is working with site leadership in Arklow as well as senior management at the company’s German headquarters in an effort to “achieve the best outcome for the site” and to explore any options that might reduce or avoid redundancies.
Minister Burke stressed that the government must respect the formal consultation process between the company and its employees, which is expected to continue for some time. However, he noted that if job losses proceed as anticipated by 2028, the State’s Job Loss Protocol will be triggered.
This mechanism coordinates the response of multiple government departments and agencies, including training bodies and social supports, to assist affected workers in transitioning to new employment.

The minister said the IDA is actively promoting the Mid‑East region to potential foreign investors and is highlighting the availability of skilled workers, strong regional connectivity and the existing industrial base.
He pointed in particular to the IDA‑owned Arklow Business and Technology Park in Ballynattin, which is being marketed to companies seeking a ready to develop site.
While no new investor has yet been identified, the government insists that efforts are ongoing and that Arklow remains a viable location for advanced manufacturing and technology driven enterprises.
Local representatives have warned that securing a replacement employer will be essential to protecting the community’s economic future.
