Department receives funding application for Hillview Estate regeneration after months of work
The Wicklow PeopleThe Department of Housing has now received an application for regeneration works at Hillview Estate in Wicklow town, with Wicklow County Council having been developing a detailed strategy for the estate since early in the year.
In a written reply to Deputy John Brady on July 28, Housing Minister James Browne said officials had met the council, visited Hillview and were working with the local authority to examine feasible options for remediating the estate.
He added that “no application has been received”, but that the council was “currently developing a regeneration proposal” which would be submitted once finalised.

A detailed submission was received on August 17 and a meeting is scheduled later this month with Wicklow County Council and the Department of Housing to discuss the submission, including cost plans.
Hillview became a priority after it featured on Prime Time, prompting the council to begin shaping a long-term plan aimed at addressing the estate’s layout, housing condition and wider social issues.
Engineers carried out inspections, officials met residents and internal teams began assembling the elements of a regeneration strategy. By February, officials had produced an initial plan and sent it to the Department.
This document was an early draft rather than a full application for funding. Councils often share preliminary plans with the Department to begin discussions and ensure their emerging proposals align with national criteria.
These early plans help set the direction of a regeneration strategy and allow the Department to give feedback before a formal submission is prepared. The Department’s visit to Hillview earlier in the year formed part of this engagement.
Officials toured the estate with council staff, reviewed the initial outline and discussed the issues highlighted in the Prime Time broadcast. The visit showed that the Department was involved in shaping the strategy, even if the initial plan was not yet treated as a formal application.
