Wicklow County Council has hit the brakes on a proposed apartment development at the Core Credit Union on Church Road in Greystones, requesting that the applicant address concerns regarding neighbour privacy, heritage aesthetics, and transport infrastructure.

The project aims to transform the upper floors of the building into three modern apartments, but planners have formally requested further information before the development can proceed to begin construction.

A primary sticking point for the council is the potential impact on neighbours. Planners have flagged that the proposed windows on the northern side of the building could lead to overlooking into existing apartments above the neighbouring jewellery shop and estate agents.

Furthermore, the council noted that the current site drawings do not appear to accurately represent the adjacent buildings to the north, requesting revised elevation drawings to show exactly how the new units will sit alongside their neighbours.

As the site is located within the Church Road Architectural Conservation Area, the council is exercising strict oversight on the building’s visual impact.

The applicant has been asked to provide full details on the colours and materials for the new shopfront, ATM, and upper floors alongside specifics on the backlit and projecting signs to ensure they are "appropriate to the character" of the historic village centre. Precise details on the new window insertions on the northern elevation are also being requested.

Despite its central location, the council is seeking clarity on how the development will handle transport. The credit union must now demonstrate that it has provided sufficient parking for both the financial branch and the new residents. Notably, the council has specifically asked for evidence of storage for electric bikes, signalling a push for sustainable transport options in the heart of Greystones.

The Church Road Architectural Conservation Area is a planning designation designed to protect the unique village character of Greystones. Since the Core Credit Union sits right in the heart of this zone, it faces much stricter design rules than a standard building.

The goal isn't to stop development, but to ensure that any changes, like the proposed new shopfront and apartments, don't wash away the historical identity of the street.

Church Road is defined by its mix of Victorian and Edwardian scales. The council is specifically looking at how the elevational treatment (the face of the building) and roof lights fit into the existing skyline. Plastic or generic modern finishes are usually rejected. The council has requested full details on colours and materials for the upper floors to ensure they are appropriate to the character of the area.

To avoid a cluttered look, the area prefers traditional signage. This explains why the council is scrutinising the backlit fascia and projecting signs proposed by the credit union.

New windows on the northern elevation must match the proportions and style of historical openings in the vicinity to maintain a cohesive look.

Core Credit Union Limited now faces the task of drafting technical responses and revised architectural plans to satisfy these three major categories of concern. They have six months to submit the information, after which the public will likely have another opportunity to view the updated designs.
