Plans for large-scale Tipperary housing development put on hold

Further information has been requested for a large-scale housing development in county Tipperary.
Melclon Unlimited Company had applied to Tipperary County Council for planning permission to build 96 new homes on a site in Clonmel.
The development would see seven two-bed houses, 53 three-bed houses and 36 four-bed homes built as part of the proposed development at Abbey Farm, in the townlands of Inishlounaght and Ballingarrane South.
The proposed development would also see a childcare facility with an outdoor play area, a public open space comprising three spaces including play equipment, and the provision of private open space for the proposed houses.
However, Tipperary County Council have said they require further information on the proposed development before they can make a decision on whether to grant permission or not.
The local authority have raised concerns about the lack of visitor parking as part of the development, with the developer planning to include eight visitor parking spaces for the entire development.
While the proposed creche has 21 parking spaces, council planners say that these spaces could also be used by visitors when not in use by the creche, however, the overall allowance of visitor parking is “deficient,” according to planners.
The local authority also raised concerns about surface water management within the estate, and required further information in relation to this.
Tipperary County Council welcomed a link from the new estate into neighbouring estates, but noted that where the new estate would link to the existing one is in the control of the council, and that further engagement with the local authority was required.
The applicant is also required to fill out an additional form within the planning application for the proposed creche facility.
Melclon now have 28 days to submit the required further information to Tipperary County Council, then the council will reassess the application before making a decision to approve or refuse permission for the development.
The development is one in a number of housing developments to seek permission in Clonmel in recent months, with permission sought for 10 homes on the Western Road, as well as 21 new homes in Prior Park Grove, while planning was granted for 30 new homes on a site on Tivoli Road.
