Planning sought for 11-bed emergency accommodation hostel in Tipperary

A proposal to provide emergency accommodation for people experiencing homelessness has been lodged with Tipperary County Council.

Simon Maunsell applied to Tipperary County Council for retention permission of an 11-bedroom hostel in Carrick-on-Suir.

The proposed hostel is located on Mill Street in the town, and provides accommodation for people experiencing homelessness, with a mix of single, double and triple rooms.

The applicant applied to the local authority for the retention of the material change of use of the property on Mill Street, which had previously been used as a single dwelling.

Retention permission is also being sought for a skylight on the front of the building, while planning permission is also being sought for the provision of an emergency exit on the second floor.

An external escape stairway for residents to the rear of the building is also proposed under the plans.

Retention planning permission is usually sought when works have been carried out to a property without seeking planning permission first.

Notes from a pre-planning meeting with council planners say that potential impacts on the existing residential area will need to be considered as part of the planning application process.

"A key consideration of any proposal will be potential impacts on the amenities of the existing residential properties at this location,” the file states.

"Any application will need to set out the number of people being accommodated in the facility, in addition to how the facility is to be managed to ensure no negative impact arises,” planners added.

Tipperary County Council planners are due to make a decision on the planning application by March 3.
