Planning permission granted for social housing development in Tipperary

Six apartments are set to be delivered in a busy north Tipperary town after Tipperary County Council granted planning permission for a new social housing development.

The board of directors of Thurles Lions Trust applied to the local authority for permission to construct a new apartment development on Croke Street in Thurles.

Under the plans, a total of six one-bedroom apartments will be developed across two new buildings on a vacant site on the street. All of the apartments will be used for social housing.

A number of submissions were made by residents in the area, raising concerns about the capacity of the local storm water system and the potential for overlooking of neighbouring properties.

One objection stated that the addition of a balcony to one of the apartments would overlook their garden and result in a loss of privacy.

“The proposed balcony would result in a significant loss of privacy to my property. My garden is a private space used regularly by myself and my family, and the elevated position of the balcony proposed for apartment five would allow direct and continuous overlooking into this space,” the objection read.

“This level of overlooking would be intrusive and would negatively affect my reasonable enjoyment of my home,” the objector added.

Another objector said the development would place additional strain on “a storm drainage/sewerage system that is already struggling to cope with surface water run-off”.

“Older residences on the street, including my home, are already at severe risk of flooding throughout the year, not just in winter,” they said.

Despite these objections, Tipperary County Council granted planning permission for the development, subject to 14 conditions.

Among the conditions attached to the decision is the removal of the balcony proposed for apartment five. The developer must also ensure the public road is kept clean and tidy at all times during construction, and that all cables servicing the development are routed underground.

The council further stipulated that Thurles Lions Trust must submit a public lighting scheme to the council for approval, that construction work may only take place from Monday to Friday between 8am and 6pm and on Saturdays from 8am to 2pm, and that details of all proposed finishes to be used on the apartment blocks must be agreed with the council prior to construction commencing.
