Controversial Tipperary modular housing site now home 328 Ukrainians

By Katie O'Donovan, Independent.ie

Some 328 Ukrainians have moved into a controversial Tipperary housing site, the council has confirmed.

The Ukrainians have moved into modular homes on the Heywood Road in Clonmel, according to figures contained in Tipperary County Council’s management report for September.

A total of 82 modular homes were built on the site to accommodate those fleeing the war in Ukraine, as part of the Government’s rapid-build accommodation programme for refugees.

The move was coordinated by the Department of Justice and Tuath Housing Association, and sparked months of protests at the site, including an incident where a security guard working on the site had to be hospitalised.

One security guard was hospitalised after an incident at Heywood Road in May 2024, while a number of vehicles were damaged in an arson attack and a number of other security guards were assaulted.

Protesters had also blocked access to the site by sitting on the road, and facing off with gardaí. Several people were brought before the courts in relation to incidents at the site, it is understood.

Overall across the county, there are currently 1,942 Ukrainian Beneficiaries of Temporary Protection (BOTPs), while there are 1,034 International Protection Applicants (IPAs).
