Almost 100 homes in Tipperary given the green light

By Katie O'Donovan, Independent.ie

Tipperary’s housing supply is set for a major boost as nearly 100 new homes have been approved for construction in one of Tipperary’s busiest towns.

Melclon Unlimited Company had applied to Tipperary County Council for planning permission to build 96 new homes on a site in Clonmel.

The development would see seven two-bed houses, 53 three-bed houses and 36 four-bed homes built as part of the proposed development at Abbey Farm, in the townlands of Inishlounaght and Ballingarrane South.

The proposed development would also see a childcare facility with an outdoor play area, a public open space comprising three spaces including play equipment, and the provision of private open space for the proposed houses.

Tipperary County Council has now granted permission for the development, paving the way for construction to begin on the site.

Planning permission for the new homes comes subject to 22 planning conditions.

Among the conditions imposed by local authority planners include that at least four of the visitor car parking spaces be fitted with chargers for electric vehicles (EVs), and that underground ducting be provided for all car parking spaces in the development to support the installation of EV chargers in the future.

The council also stipulated that the developer maintains the green spaces, roads, footpaths and watermains until the council can take the estate in charge, that noise and dust from demolition and construction works are kept to a minimum, and that the developer pays the council a financial contribution of €324,062 for the connections to public infrastructure such as watermains and sewerage.

The developer must also lodge €816,000 to the council to ensure that the development can be completed or maintained if issues arise within the development company.

Tipperary County Council had previously sought further information from the developer, over concerns about the number of car parking spaces that would be provided.

The local authority had raised concerns about the lack of visitor parking as part of the development, with the developer planning to include eight visitor parking spaces for the entire development.

The revised plans proposed to add 17 visitor parking spaces, which was deemed as being acceptable by the council.

The development is one in a number of housing developments to seek permission in Clonmel in recent months, with permission sought for 10 homes on the Western Road, as well as 21 new homes in Prior Park Grove, while planning was granted for 30 new homes on a site on Tivoli Road.
