Resurfacing of Laytown-Bettystown estates delayed due to procurement process

By Sylvia Omorodion, Independent.ie

Planned resurfacing works for several housing estates in the Laytown-Bettystown Municipal District have been delayed, with officials citing mandatory procurement procedures.

The estates affected include Alverno Court, Beach Grove, Brookside, and Ard Ri, which had previously been expected to undergo works between December and February.

According to correspondence sent to councillors, Meath County Council’s Roads Department, responsible for preparing and managing the resurfacing programme, is now required to run a formal tender process for the projects.

The estates are being prepared for advertisement on the eTenders Portal. Officials said that once a project enters the statutory procurement process, it must adhere to prescribed timelines and evaluation procedures, meaning no confirmed commencement date can be provided at this stage.

“I fully understand that this is disappointing, particularly given the previous indicative timeframes, but it is essential that we comply fully with Government procurement regulations to ensure transparency, fairness, and proper governance,” the correspondence from the local authority read.

It added: “This process is not discretionary and is outside the control of the Municipal District. In the interim, the MD will continue to carry out necessary reactive repairs in the affected estates as a priority to address immediate defects pending completion of the full resurfacing programme.”

Further updates will be provided once the tender process reaches a stage where “a more definitive timeline” and contractor availability can be confirmed.
