New women’s refuge planned for Meath as part of major housing scheme

By Sylvia Omorodion, Independent.ie

A new 12-unit women’s refuge is at the centre of a major housing development proposed for Navan by Meath County Council.

The project, proposed under Part 8 of the Planning and Development Regulations, is earmarked for lands at Windtown on the northern side of the town.

The facility, designed to support women and children fleeing domestic violence, would include residential units arranged around two landscaped courtyards, along with day services, support facilities and secure parking.

The building would range from one to two storeys, with access via Tailteann Drive and a new road to the south.

Alongside the refuge, the council plans to deliver 35 new homes: four three-bed houses, 16 one- and two-bed duplex units, and a three-storey apartment block containing nine two-bed and six one-bed apartments.

The wider scheme provides for a new vehicular access road from Tailteann Drive, pedestrian links to Tailteann Road and Tailteann Street, public open spaces, boundary treatments, landscaping, SuDS drainage, cycle and car parking, refuse storage and a new foul pumping station to connect to public utilities.

An Appropriate Assessment screening under the EU Habitats Directive has concluded that the development is not likely to have significant effects on the environment, and the council has determined that no Environmental Impact Assessment is required.

However, members of the public have four weeks from the date of the notice to apply to An Coimisiún Pleanála for their own screening determination.

Plans and documentation can be inspected at the council’s Planning Department in Buvinda House, Navan, until January 20, 2026, and online.

Submissions or observations on the proposal may be made through the National e-Planning portal or in writing to Meath County Council until February 4, 2026.
