New road markings installed as concerns persist over LDR4–Kells Road junction in Meath

Additional road markings and signage have been installed at the new LDR4–Kells Road junction in an effort to better direct traffic coming from the R147, following persistent concerns raised since the scheme opened.

The 1.2km link road, which officially opened on October 24, connects the N51/R147 Kells Road at Abbeyland to the L3409 Ratholdron Road north of the River Blackwater. Delivered by Meath County Council in partnership with the National Transport Authority, the scheme aims to ease congestion in Navan town centre and improve access to the M3 motorway.

Designed to accommodate all road users, the LDR4 features two 3.25-metre traffic lanes, 2-metre cycle tracks and 2.5-metre footpaths on both sides.

Aontú councillor Emer Tóibín said Meath County Council has confirmed the project has already undergone a series of independent Road Safety Audits throughout its development. A final Stage 4 Audit, assessing the entire scheme, is scheduled to take place in 2026.

“The independent Road Safety Auditors will be made aware of the many issues I and thousands of motorists have highlighted as part of their review to assess if any additional measures are required at this location,” Cllr Tóibín said.

She added that she has written to the local authority seeking clarity on when the final Stage 4 Road Safety Audit of the LDR4–Kells Road junction will take place this year, and when councillors and the public will be given access to the auditors’ report.

“Despite previous works, there are still massive congestion issues at this junction, particularly at peak times,” she said.

“This continues to impact residents, commuters and road safety in this part of Navan. Audit 4 cannot come quick enough for the beleaguered motorist in and passing through Navan.”
