Meath Council facing €80m ‘indicative’ cost for 159 social homes in 757-unit scheme

Plans for a large-scale residential development on the outskirts of Maynooth could involve Meath County Council acquiring 159 homes for social housing at an estimated cost of just under €80m.
Glenveagh Homes Limited has set out indicative values of €79,169,905 for the units it proposes to provide under Part V of the Planning and Development Act as part of its Moygaddy scheme in Meath.
The Kildare construction firm submitted the figures to Meath County Council as part of a planning application lodged in March for a 757-unit residential development on a 37-hectare site on the edge of Maynooth.
Part V allows local authorities to acquire up to 20pc of land or housing from residential developments to provide social and affordable housing
The indicative price list submitted by Glenveagh shows wide variation in unit values, ranging from €339,000 for a studio apartment to €839,000 for a four-bedroom end-of-terrace house.
A one-bedroom later-living unit is estimated at €439,000, while two-bedroom terrace homes are priced at approximately €489,000. Three-bedroom end-of-terrace units are listed at around €589,000.
In correspondence with Meath County Council, the developer said the figures are “indicative and intended to provide a reasonable estimate of the costs and values of the units based on construction costs and values prevailing at the time of the application”.
It added that the information is “purely for the purposes of facilitating the making of a planning application” and will be subject to amendment and formal agreement at a later stage.
“The final details of any agreement with the council regarding compliance with Part V, including agreements on costs and unit types, will not be arrived at until after planning permission has been secured,” the correspondence stated.
The wider development proposal includes 757 homes in total, comprising houses, duplexes and apartments in buildings of up to five storeys.
The scheme also provides for a retail unit, creche, community hall or scout den, and a playing pitch measuring 130m by 80m.
A major infrastructure element includes the proposed Maynooth Outer Orbital Route (MOOR), which would deliver new road links, junctions, cycle and pedestrian routes, bus infrastructure and a bridge over the River Rye.
The site is located within the Maynooth Environs area, approximately 1.6km from the town centre, and is bordered by agricultural land, Carton Demesne, and existing residential developments including Moyglare Hall and Mariavilla.
The application forms part of lands designated for strategic growth under the Maynooth and Environs Joint Local Area Plan 2025–2031.
The development would also include 1,055 car parking spaces and 1,222 cycle parking spaces, along with extensive public open space and landscaped communal areas.
