Four Navan housing estates taken in charge by Meath County Council

Four Navan estates are set to be taken in charge by Meath County Council, a recent council meeting has heard.

The move was approved by councillors at the January of Navan Municipal District.

The decision will see the roads and services in Fitzherbert Wood Phase 2, Spire View, Ruxton Oaks and Tara Glen Hall brought under local authority control in accordance with the Roads Act 1993 and the Planning and Development Acts 2000–2023, following the completion of statutory procedures.

Fitzherbert Wood Phase 2 is a development of 41 homes located off the Slane Road. The taking-in-charge process began in November 2024, with Meath County Council carrying out inspections to identify works required to bring the estate up to the required standard.

The council confirmed that the roads and services were signed off as compliant in May 2025. The statutory public display period passed without submissions or objections.

Spire View, a larger development of 125 homes in Johnstown off Metges Road, entered the taking-in-charge process in February 2024 following a valid request from residents.

Council inspections found that roads and services in the estate had not been completed to the required standard. As a result, Meath County Council intends to use developer sureties held against the development to carry out the necessary works in line with its Taking in Charge policy and planning legislation.

The statutory consultation period for Spire View also passed without public submissions.

Ruxton Oaks was also approved for taking in charge after inspections found the estate’s roads and services to be compliant with council standards. These were signed off in October 2025 following remedial works.

Tara Glen Hall, Navan, was also included in the list of developments approved by councillors for taking in charge.
