96-unit housing proposal for Cairn Homes in Navan deemed invalid

A significant residential planning application submitted for a 96-unit housing development in Navan has been deemed invalid.
The proposal made by Cairn Homes Properties Ltd covered lands to the east of Commons Road, in the townlands of Balreask Old and Duffsland. It included the construction of 80 two-storey houses, consisting mainly of three-bedroom units with a small number of four-bedroom homes, as well as 16 duplex apartments arranged in two blocks. These duplex units would have offered a mix of two- and three-bedroom homes.
Beyond the homes themselves, the development planned to extend the Phase 1 LDR2(a) link road by approximately 100 metres along the southern site boundary. This extension was intended to complete the Phase 2 section of the link road, ultimately connecting Commons Road to Trim Road in the east.
An internal distributor road was also proposed, designed to provide access to the new homes and junction onto the northern side of the new link road. The development further included pedestrian footpaths, cycle tracks, green verges, and street lighting to support safe and accessible movement throughout the site.
Additional infrastructure works featured foul and surface water drainage systems, water supply connections, attenuation areas to manage stormwater, ESB substations, and waste and bicycle storage facilities.
The site would have also incorporated significant landscaping, with over 11,000 square metres of open space, including public green areas and a children’s playground, alongside communal open spaces specifically for the duplex units. Parking provision was substantial, with space for 178 cars and 74 bicycles.
The application was also accompanied by a Natura Impact Statement. Despite the scale of the development, the council deemed the application invalid.
A planning application will be deemed invalid if it lacks some of the required documentation, the appropriate fee or is in any way inadequate.
