Call out to landowners as Louth looks to identify sites for future housing

Louth County Council has called on landowners across the county to put forward potential sites for future housing development, as the local authority works to meet newly revised national housing growth targets.
The appeal follows the publication of the National Planning Framework (NPF) Implementation: Housing Growth Requirements Guidelines for Planning Authorities in July 2025. The updated guidelines set out annual housing growth requirements for every local authority area up to 2040 and must now be reflected in each council’s County Development Plan.
As part of this process, Louth County Council is inviting applications and submissions from landowners, members of the public, housing developers and other interested parties to identify lands suitable for residential use.
A range of criteria will apply to submissions made under this call.
The lands or sites must be within the administrative area of Louth County Council.
Land or sites of potential interest include those which are serviced or would be serviceable within the next five-year period, and are located in areas with good social infrastructure and capacity in schools and community facilities, or that can provide for the development of necessary social infrastructure.
Land which will support the development of infill housing, housing on brownfield land and/or address vacancy and dereliction, may also be considered.
Landowners should be aware that any lands zoned for residential use may be liable for an annual Residential Zoned Land Tax (RZLT) based on the value of the site.
Submissions, including supporting information, identifying lands that are suitable for zoning for residential use, that meet the necessary criteria are being invited from interested parties from Wednesday18th March 2026 until 23:59 on Wednesday 8th April 2026.
