Protect domestic abuse survivors says Galway councillor

By Avril Horan, Connacht Tribune

That’s according to Labour councillor and bye-election candidate Helen Ogbu, who has called for urgent action to better protect victims of domestic abuse.

Speaking at a recent meeting of Galway City Council, Cllr Ogbu said survivors should be enabled to stay in their homes where it was legally permissible and safe to do so.

She also called on the Minister for Justice and the Minister for Housing to strengthen legislation and housing policy accordingly.

At the meeting, she sought clarity on enforcement.

“If the perpetrator has been served with a court order, would the council move to evict him or her in the interest of safety?” she asked.

“It is devastating. They face trauma and are left without safe and stable housing. We need to send a strong message that Galway stands with survivors.”

Cllr Ogbu also called on the council to prioritise the housing needs of those fleeing domestic abuse, and to adopt a trauma-informed, safety-led approach that protects survivors and their children.

She asked for a detailed report for elected representatives outlining current supports, waiting times, and the actions needed to prevent homelessness.

Her proposal received support from council officials, who confirmed that domestic violence “is on the increase” and that the council has “trauma informed support”.

“I agree everyone should be prioritising this,” officials said.

“We have a social work team and a one-on-one dedicated response.”

However, Cllr Michael Crowe (FF) raised concerns about the motion.

“I have no doubts about the merit,” he said. “I have some concern generally. It warrants further consideration. If this were to be implemented without careful consideration it could impact in ways we don’t see today.”

Officials confirmed that a more detailed report could be prepared for the Housing Strategic Policy Committee (SPC).

In the interim, Cllr Ogbu has called for domestic abuse coordination teams to be rolled out in Galway and said there is a “serious gap in protection” that “must be addressed as a matter of urgency”.
