Major Galway city housing development approved with 321 homes after units cut

Final approval has been granted for a major housing development in Galway city after An Coimisiún Pleanála approved the development of 321 homes, while refusing a further 41 units due to concerns over landowner consent.
An Coimisiún Pleanála made a split decision to approve 321 homes for a large-scale housing development spanning across four areas of Rahoon.
The original application submitted by Kingston Stables Limited to Galway City Council in October 2025 requested approval for a 10-year planning application of over 360 homes.
The application included a childcare facility, the provision of new active travel cycle and pedestrian access from Millers Lane and upgrades to the existing access at Kingston Road. As well as 665 bicycle parking spaces and 313 car parking spaces.
It was granted approval in April 2026.
The proposed plans would see a mix of houses and duplex apartments.
However, residents from a neighbouring estate, Gort Siar, appealed the decision to An Coimisiún Pleanála over “serious” traffic concerns.
“We already have issues with access to Gort Siar at different times of the day, namely school drop off and school pick up. This planning application would significantly worsen those issues, adding to that existing traffic,” residents said in their objection.
“We are very concerned to ensure safe access to our homes in Gort Siar, something that is not always possible already today as noted above.”
“The increased traffic generated via this proposed significant development, via the existing small Altan roundabout, would further seriously injure the residential amenities of Gort Siar residents.”
An Coimisiún Pleanála has now granted final approval for a revised 321 homes and a childcare facility reflected in the original application.
A total of 41 homes were refused over lack of landowner consent on the land folio containing those homes.
“The Commission is not satisfied on the basis of the information provided that the developer has clearly demonstrated legal consent for the inclusion of these lands,” decision documents stated. “Therefore permission for this portion of the proposed development comprising 41 number residential units should be refused.”
Along with those units, parking, amenity areas, and the pedestrian and cycle path connecting to Kingston Road were also refused for similar reason.
The childcare facility included in the approval.
An Coimisiún Pleanála also granted a five-year planning permission for the development rather than the requested 10-year permission.
Additionally, units are restricted from commercial use including short-term letting.
An Coimisiún Pleanála approved the 321-home development subject to a total of 36 conditions.
