Funding and governance questions raised following green light for €11.5m Galway sports complex

After securing planning approval for the Kingston Park/Millers Lane sports complex in Rahoon, Galway city councillors are raising questions over the project’s governance and funding.
In May 2026, the €11.5m An Tús Kingston Park project was approved to receive €7.5m under the Towns and Cities Regeneration Investment Fund (TCRIF), which has replaced the Urban Regeneration and Development Fund (URDF).
At a Galway City Council West Area meeting this month, councillors sought clarification on where the remaining funding will come from and how the sports complex will be governed.
Providing an update on the Kingston Park/Millers Lane plans, Senior Executive Parks Superintendent Stephen Walsh said the €7.5m TCRIF allocation will fully fund construction of the rugby pitch, which councillors agreed is one of the project’s key elements.
Mr Walsh added that the funding secured will also “hopefully” include provision for changing rooms and toilet facilities.
However, questions remain over how the additional funding required to complete the project will be secured.
Councillor Alan Curran asked whether the council would need to take out a loan to bridge the funding gap.
Mr Walsh said he suspects a loan won’t be necessary as spending would be phased in line with the project’s development, avoiding the need for borrowing and allowing for more effective financial planning.

He added that the council’s finance team is undertaking a three-month review of available capital programmes.
Phase 2 of the project will include a cost review, which will be assessed against tender budgets during Phase 3 before a contractor is appointed.
Additionally, Councillor Peter Keane said it is important to “manage expectations” among stakeholders interested in using the facility. He called for early engagement to ensure there is as much certainty as possible around who will govern and manage the pitch.
“The devil is in the detail,” he added.
Mr Walsh said he expects a contractor to be appointed through the tendering process by the end of summer 2027, with construction beginning shortly afterwards. The Kingston Park/Millers Lane development is then expected to take approximately 24 months to complete.
The Kingston Park/Millers lane complex will see state-of-the-art sports facilities for hockey, soccer and rugby, including 4G pitches, as well as numerous facilities for children and young people.
The project has been a topic of discussion for years and was finally given the go-ahead by An Coimisiún Pleanála in early September.
