Superintendent Patrick Murray said in a statement that Garda Nicholas Keogh was part of an orchestrated process to damage him. The proceedings were reported on 21 October 2019. The Disclosures Tribunal was investigating whether Keogh was harassed, targeted or bullied after making a protected disclosure in 2014.
Keogh alleged bullying by then Superintendent Murray and wrote to several public bodies opposing his promotion. Asked by Judge Sean Ryan whether he had said Murray should not be promoted, Keogh agreed, adding: “At least until the [bullying] investigation is finished, yes.” The Policing Authority informed Murray on 29 January 2018 that he would be promoted and that the promotion would be backdated to 26 October 2017.
Keogh had concluded giving evidence to counsel for the tribunal and was due to be examined by counsel for An Garda Síochána. Three complaint issues were no longer to be examined by the tribunal.
