Noel Hickey brought High Court judicial review proceedings over delayed assault compensation, with the case heard on 2 November 2020.

Hickey was assaulted by two men in February 2014 and suffered severe brain and facial injuries, including a four-week coma.

He claimed the Criminal Injuries Compensation Tribunal had delayed his application and breached his rights to constitutional justice and fair procedures.

His counsel said the tribunal had a 44-month backlog and no interim payment had been made. Permission to bring the case was granted by Mr Justice Charles Meenan, who adjourned it to December.
