English motorist clocked driving at 145kmh on N11 in Wicklow is fined €300
The Wicklow PeopleA UK driver has been convicted and fined after being caught travelling at 145kmh in a 100kmh zone on the N11 in Co. Wicklow.
Lewis Parrock (38), of 3 Harlequinn Lane, Cranfield Bedford, United Kingdom was summonsed to Bray District Court relating to a warrant for an unpaid penalty notice. The offense occurred on December 27, 2025, at the N11 Kilmacullagh, Co. Wicklow.
The court heard that on December 27, 2025, gardaí spotted Parrock travelling in a Volvo XC60 along the N11 at an extremely high speed. The speed check showed a speed of 145 kmh in a 100 kmh zone.
The court heard that when Mr Parrock was pulled over, he provided his home address in England, prompting gardaí to request an email address to which they could send the fixed penalty notice to, which would allow Mr Parrock to make payment online. The court heard Mr Parrock refused to reply to any efforts made by gardaí. After failing to appear for a court date a bench warrant was issued for Parrock.
Brendan Maloney, solicitor for Mr Parrock, argued that gardaí had no statutory provision to send Mr Parrock a summons by email as he isn’t a resident of Ireland, he added that by law it isn’t a recognised method of serving a penalty notice.
Judge David Kennedy stated that Mr Maloney argument “was flawed” and decided to convict Mr Parrock. He fined him €300 and gave him three months to pay. The court set bail in his own bond of €300.
