A Roscommon man has appealed a High Court decision ordering his extradition to the United Kingdom to serve a four-and-a-half year sentence for tax fraud. Thomas O'Connor was convicted at Blackfriars Crown Court in England of two offences relating to a multi-million pound tax fraud conspiracy. He attended trial and the verdict in October 2006 but was absent for sentencing following his failure to answer bail. The High Court ordered his surrender on foot of a European Arrest Warrant in December 2014. His appeal to the Court of Appeal centres on the provision of legal aid in extradition proceedings. Counsel argued that European law requires legal aid to be established by statute rather than through the non-statutory Attorney General Scheme. The State's counsel contended there was no discriminatory treatment and no statutory obligation existed. The Court of Appeal, presided over by Mr Justice Seán Ryan, reserved judgement.
