Man caught with over 28,000 images of child sex abuse
Summary
Charles Dwan, 66, of Coach House Square, Ballinteer, Dublin 16, was sentenced at Dublin Circuit Criminal Court after pleading guilty to possession of child sexual abuse material. The court heard that gardaí searched Dwan's home after an IP address was linked to accessing such images. Two devices were seized, containing a total of 28,342 images and 58 videos. Prosecution stated that Dwan admitted to downloading and viewing the material between September 4, 2014, and February 2, 2018. It was noted that a significant portion of the images were animations, and there was no suggestion of contact offending or payment for the material. Dwan has no prior convictions. Defence counsel submitted references from his family and a psychological report indicating low re-offending risk, alongside evidence of his mental health history and cardiac issues. Judge Martin Nolan acknowledged the volume of images and the duration of the downloads as aggravating factors but considered Dwan's cooperation, admissions, and lack of previous record as mitigating. The judge sentenced Dwan to 15 months in prison.
