Passport 'donor' for senior British criminal is jailed
Summary
Dean Kelly, 46, was sentenced to eight months in jail for falsifying passport information. He acted as a "donor", allowing a passport application to be made in his name for a senior member of a British organised crime group. The application was submitted on 9 March 2020 after Kelly had visited Tallaght Garda Station on 2 March to obtain a certificate of identity. The photo on the application and the Public Service Card were of another person, identified as a Liverpool crime group member. Garda Detective Padraig Hanley testified that the Passport Service had been contacted in July 2020 about the application, and that calls about its status were likely made by a facilitator. Kelly had 45 prior convictions, including 12 thefts, and was already serving a separate sentence. The judge noted that the passport was never issued or used, but that the scheme was intended for nefarious purposes. The eight‑month term will run consecutively with his existing sentence. Dean Kelly pleaded guilty.
