Covid travel restrictions not binding, State tells High Court

Summary

The State contended that the Covid‑19 measures introduced by the Government are merely advisory and not legally binding, countering Ryanair's claim that they constitute unlawful international travel restrictions. The High Court heard that the measures, such as the requirement for travellers to complete a Passenger Locator Form, are advisory and not mandatory, and that Ryanair lacks a legal basis to challenge them.
